I think the hand is fixed on the bottom and the wheel rotates, but I'm not sure. I'd like to see it in action because the description makes my brain hurt a little. But not the pretty colors and design! Those make my brain feel good. Oh wait,  hearing the price brings back the brain pain. They'll set you back about $300-$350.
